Negotiations Restrictions

When negotiating players there are some restrictions if both team's managers play (or have ever played) RubySoccer in the same computer or network. Transfers are allowed if the transfer price is up to 3 times the player current value. Loans are still not allowed, but that is subject to change. The reason for such rules is to prevent cheating from multiple accounts users that haven't been detected yet.
